Whats the best way to train a rottweiler puppy to sit, lay, & pee outside?

consistency and patience. reward more than you punish. if the dog did something bad 10 minutes ago, and you just discovered it and punish him while he's looking out the window, he'll think he's not supposed to look out the window. the dog will not understand that he wasn't supposed to use the house as a toilet. reward and correction should be done immediately. if you catch him in mid-stream, give him a firm no and carry him outside to the lawn. eventually he'll get it. you can also use a bell on a doorknob. teach him to ring it so you know when he has to go out.

Take the pup to puppy socialisation classes. Try and find one that has an interest in large breed dogs. I did that with my Dobes and the training was brilliant.
Also find your local Rottie club, they often hold training classes and are an excellent source of information about the breed.

Dog training is dog training. The only difference is you taylor training to specific traits in character a dog has (softness and hardness). To sit? Easy, put it on a leash with a training collar, say sit while pushing it's butt down, give it a treat as soon as it's butt hits the ground, it'll get it in no time. Lay down? Do the same thing. Potty training? Get an appropriately sized crate and keep him/her in the crate unless under direct supervision. If it makes a mess, clean it up immediately. When the pup has just gone outside and relieved itself put it on a training collar and let it drag a leash so you'll be able to quickly get ahold of the dog/correct negative behavior.
